Good morning. My name is Issei Nishikawa, Governor of Fukui Prefecture, and with the opening of the Fukui International Meeting on Human Resources Development for Nuclear Energy in Asia, I would like to say a few words on behalf of the organizers.
First, I would like to thank all of the representatives from Indonesia, Kazakhstan, Malaysia, Sri Lanka, Thailand, Turkey, Vietnam and the IAEA for coming all the way to Fukui Prefecture and I extend to you my sincere welcome.
Last month, a Japanese government proposal for a new Energy Basic Plan was revealed.
In this plan, the government designates nuclear energy as an important base-load source of electricity, and indicates a plan to overcome the Fukushima accident and learn from it, by thoroughly strengthening the safety of nuclear power plants and by utilizing Japan’s science technology in a country lacking in natural resources.
At the Advisory Committee for Natural Resources and Energy where this Basic Plan was considered, I was a committee member representing prefectures with nuclear power plants, and the matters that I brought up were largely included in the plan.
Fukui Prefecture has the highest number of commercial nuclear power plants in Japan with 13.
We have lived with nuclear power here for about 50 years, contributing to national energy policy, and accumulating much experience.
Accordingly, we have many research and training facilities, allowing us to become an advanced region in the field of nuclear energy in Japan.
From our experiences up until now, Fukui Prefecture recognizes that safety is the most important thing to regions with nuclear power, and we believe that conveying this fact to the countries of the world that plan to introduce nuclear power is a highly important task.
With this in mind, in April 2011, we established the Fukui Prefectural International Human Resources Development Center for Atomic Energy, in order to contribute to safety technology advancement and human resource development in the field of nuclear energy in Asia and the world.
Since the establishment of this center, the number of trainees has increased every year, and this year we are taking in over 80 administrative officials, engineers and researchers from all over the world, as well as sending specialists from Fukui to Asian countries as instructors to conduct training courses there.
Also, since the establishment of the HR Development Center, we have been working together with the IAEA to raise the level of our HR development project from an international perspective.
We were commended for these efforts, and in October of last year, we concluded practical arrangements with the IAEA regarding cooperation on nuclear energy human resources development and the technological use of radiation.
Based on this arrangements, in collaboration with the IAEA, last month we held a training program targeting high level administrative officials who are in charge of nuclear energy policy in Asia, which was highly praised.
We would like to continue implementing various training and research projects together with the IAEA in the future.
At today’s meeting, I hope that you will find our collaborate projects based on the practical arrangements with the IAEA appealing and meaningful.
Also, I hope that you will deepen your relationships with each other and effectively utilize Fukui as a place of nuclear energy human resources development.
I won’t go too in-depth due to time constraints, but Fukui Prefecture is blessed with rich nature and delicious food, as well as leading industry and traditional crafts.
We also have many tourist attractions such as the Fukui Prefectural Dinosaur Museum, one of the three largest dinosaur museums in the world. If you have time in the future, I hope you can visit Fukui again as a tourist.
Finally, I would like to sincerely thank Dr. Machi, consultant for today’s event, and everyone from the Agency for Natural Resources and Energy, the universities and electric power companies for all of their help.

おはようございます。福井県知事の西川でございます。
「アジア原子力人材育成会議」の開催に当たり、主催者を代表してごあいさつ申し上げます。
初めに、本会合に参加されるインドネシア、カザフスタン、マレーシア、スリランカ、タイ、トルコ、ベトナムおよび国際原子力機関（ＩＡＥＡ）の代表の皆様におかれましては、遠路、福井県にお越しいただきありがとうございます。心から歓迎いたします。
先月、エネルギー基本計画の政府案が発表されました。今回の計画には、原子力を重要な「ベースロード電源」と位置づけ、資源の乏しい日本として原子力発電所の安全性を徹底的に高めながら日本の科学技術の力を尽くすことにより、福島事故を乗り越え教訓を活用していくことの方向性を政府が責任をもって示しています。
基本計画を検討する「総合資源エネルギー調査会」では私自身も立地県を代表して委員になっており、この会議において求めてきた事項が概ね盛り込まれたものとなっています。
福井県には国内で最も多い１３基の商業用原子力発電所が立地し、これまで国のエネルギー政策に貢献してきました。また、最初の原子力発電が立地してから約５０年という歴史の中で多くの経験を重ねてきました。
これに伴い、原子力関連の研究施設や研修施設も数多く集積し、福井県は日本国内で原子力の先進地となっています。
福井県はこれまでの経験から、立地地域にとって原子力の安全が最も重要であると認識しており、このことを原子力発電の導入を計画する国々に伝えることが重要な役割と考えています。
こうした考えから、福井県ではアジアをはじめ世界の安全技術と人材育成に貢献するため、２０１１年４月に「福井県国際原子力人材育成センター」を設置しました。
センター設立後毎年研修生は増加し、今年も世界各国から８０名を超える行政官、技術者、研究者を受け入れているほか、これらのアジアの国々に県内の専門家を講師として派遣し現地研修を行っています。
また、設立当初からＩＡＥＡとの連携に力を入れ、本県の人材育成事業を国際的な視点からレベルの向上を図っています。
これらの取り組みも評価いただき、昨年１０月には福井県とＩＡＥＡとで原子力発電の人材育成と放射線利用技術の協力に関する覚書を締結しました。
これを受け、先月にはＩＡＥＡと共同でアジアの原子力政策を担当する上級行政官を対象とした研修を新たに開催し、大変良い評価をいただきました。
これからも、ＩＡＥＡと様々な研修や研究プロジェクトを共同で実施していきたいと考えています。
本日の会議では、本県とＩＡＥＡとの覚書に基づく協力事業が、皆様にとって魅力的で有意義なものとなるよう協議したいと考えております。
この機会を通じて皆様との関係を深め、福井を原子力人材育成の場としてより一層活用いただきたいと考えております。
なお、時間の都合上、私から詳しくご紹介できないのが残念ですが、福井県は豊かな自然や食材に恵まれ、優れた産業や伝統工芸があります。
また、世界三大恐竜博物館の一つである「福井県立恐竜博物館」などの観光地も多くあります。ぜひ、観光でもお越しいただければと思います。
最後に、会議の開催に当たり、大変お世話になりました町顧問をはじめ、御出席いただいた資源エネルギー庁、大学、電力事業者の皆様に厚くお礼を申し上げます。
